What the rules say
The Electrical Equipment (Safety) Regulations 1994 require appliances supplied with a letting to be safe, and HMO licence conditions almost always require landlord-supplied electrical appliances to be maintained in a safe condition — with PAT records as the standard proof. (Fixed wiring is separate: that’s the 5-yearly EICR requirement.)
