What Grade of Fire Alarm Does an HMO Need?

If you own or manage an HMO, “what grade of fire alarm do I need?” is probably the first question you’ll hit, and the answer genuinely matters. Install less than the standard requires and you’ll fail your licensing inspection. Install more than you need and you’ve spent thousands unnecessarily. Here’s how it actually works.

Where the grades come from

Fire alarm requirements for residential properties come from BS 5839-6, the British Standard for fire detection in dwellings. It defines a series of grades (how the system is built) and categories (where detection is placed). Your local authority’s HMO licence conditions will reference these, so when Hounslow’s licensing team inspects your property, this is the standard they’re checking against.

The grades, in plain English

  • Grade A is a full fire alarm system: a control panel, detectors, manual call points and sounders, wired to their own circuits, installed to the commercial standard (BS 5839-1) with some adaptations. This is what people picture in a block of flats or a large shared building.
  • Grade C means detectors and sounders powered from the mains with central control equipment, but simpler than a full panel system.
  • Grade D1 / D2 covers mains-powered smoke and heat alarms with battery back-up, interlinked so they all sound together. No panel. D1 has a tamper-proof (sealed, long-life) back-up battery; D2 accepts replaceable batteries. This is the workhorse grade for ordinary houses and smaller HMOs.
  • Grade F means battery-only alarms. Broadly fine for owner-occupied homes; almost never acceptable as the main provision in an HMO.

(Grades B and E exist but are rarely specified in practice.)

So what does your HMO need?

It depends on the size, height and layout of the property and how it’s occupied. As a rough guide to what councils typically expect:

  • Small, low-risk shared houses (e.g. two storeys, a few sharers living as a single household): interlinked Grade D1 alarms with smoke detection on escape routes and in living rooms, plus heat detection in the kitchen.
  • Larger or licensable HMOs (five or more occupants, three or more storeys, bedsit-style lettings, or converted buildings): usually a mixed system. For example, a Grade A system covering the communal escape route plus additional detection in individual lettings, or a full Grade A system throughout, depending on the risk.
  • Buildings with a higher fire risk, such as bedsits with cooking facilities in rooms and larger converted properties, sit firmly at the Grade A end.

The honest answer is that the right specification comes out of a fire risk assessment of the actual building, cross-checked against your council’s licensing standards. Two HMOs on the same street can legitimately need different systems.

Three mistakes we see constantly

  1. Battery alarms in a licensed HMO. They fail inspection. And after the Smoke and Carbon Monoxide Alarm Regulations, alarms are legally required on every storey of any rented home in any case, so interlinked mains systems are the expected baseline in HMOs.
  2. No heat detector in the kitchen. Smoke detectors in kitchens get silenced or removed by tenants after false alarms. The standard expects heat detection there instead. A missing or disabled kitchen detector is one of the most common licensing failures.
  3. A good system that’s never tested. Whatever grade you have, licence conditions almost always require weekly testing with records. An immaculate Grade A panel with an empty logbook still fails.
